iscsitarget was not updated for kernel 3.8 when Mageia 3 was out. Now that upstream has updated, we should use it. Reproducible: Steps to Reproduce:

I have uploaded a updated package for Mageia 3. You can test this by installing dkms-iscsitarget-1.4.20.3-4, which fails at build time. then installing testing updates dkms-iscsitarget-1.4.20.3-5.1 which builds fine.
