There is no systemd service for znc so it has to be started by the logged in user. Reproducible: Steps to Reproduce:

Maybe Johnny would be interested in fixing this, as he's also committed to the package. Fedora has a service file that can be used here: http://pkgs.fedoraproject.org/cgit/znc.git/plain/znc.service If you want to backport the change, you'd probably also want to add the patch I just added to fix a possible crash bug from Fedora.
