Description of problem:

When I boot up. /proc/ati is set to be readable only by root, which makes it impossible for ordinary uses to access the card, and this turns off 3d acceleration.

This started in the last two weeks of July 2013.

Steps to Reproduce:
1. boot up mageia
2. start cinnamon
3. cinnamon crashs
4. or try running gears in another desktop
