To work pdfjoin need pdflatex installed. The package texlive-texmf provides pdfjoin. The package texlive provides pdflatex. Thus, the package texlive must be  dependence of texlive-texmf. But in Mageia 3 package texlive-texmf does not ask texlive as dependency.

$ pdfjoin escanear0001.pdf escanear0002.pdf escanear0003.pdf 
          ----

Mageia 3 changed to end-of-life (EOL) status 4 months ago.
