Package not in Mageia, but latest version can be found in mandriva cooker. You could also import qtiplot for those who prefer it.

For the record, the URL field is only shown in the bug reporting form but not on the bug report page (like this one). That's a bug in Mageia bugzilla setup (I can't remember if I only told the bugzilla maintainer about it on IRC, or if I filed a bug on that issue to track it :/).
