This patch is used in all distros, which are building in Russia: for example:
AltLinux: http://www.sisyphus.ru/ru/srpm/Sisyphus/unzip/patches
EduMandriva: ftp://ftp.linuxcenter.ru/pub/Mandriva/EduMandriva/educontrib/2010.1/SRCRPM/free/
etc.

Yes, but it's a huge patch and I think we need to know who wrote it, under which license, whether there are patent issues in the rest of the world...

Patch based on patch from PPA (ubuntu/debian) to add support for non-latin characters in zip archives

Imported libnatspec into Cauldron.
Fixed for unzip for Cauldron.
I pass this bug for dams for continue to apply patch for p7zip.

libnatspec develops by Alt Linux.
They use libnatspec with catpkt, dict, o3read, pmount, unzip (http://pkgs.org/search/libnatspec.so.0?type=requires). They do not patch p7zip.
So I close this bug.
