Description of problem:

I'm having problems with encoding of subtitles. I've tried all options that VLC offers and all accented words appear (?) In place of the accented letter. I ran VLC with -- verbose to see the error, put down the principal errors:

I tried all character-encoding: Windows-1252 (default); Universal (UTF-8); Universal (UTF-16); Oeste Europeo (Latin-9); Leste Europeo (Latin-2); and so on..., etc.; I have not found the ISO-8859-1... 
When I use smplayer it has the option Ocidental(ISO-8859-1) and the accents are correct. However, VLC offers only Default(Windows-1252) that does not work accents. 

I tried to manually set with the option of "vlc --module subsdec" and did not work too.

When running VLC with videos that use subtitles ISO-8859-1

Steps to Reproduce:
1. Run VLC
2. Load subtitles SRT ISO-8859-1
3. Accented words appear (?)

Do you think this is a Mageia bug? Is there the same problem in other distributions? If so this would be an upstream bug. If not we would have to investigate why Mageia's vlc has this problem.

Note: to my knowledge, accents are encoded the same in  ISO-8859-1 and latin9 (aka ISO-8859-15), the only difference being the ⬠symbol.

This message is a reminder that Mageia 2 is nearing its end of life.
Approximately one month from now Mageia will stop maintaining and issuing updates for Mageia 2. At that time this bug will be closed as WONTFIX (EOL) if it remains open with a Mageia 'version' of '2'.

Package Maintainer: If you wish for this bug to remain open because you plan to fix it in a currently maintained version, simply change the 'version' to a later Mageia version prior to Mageia 2's end of life.

Mageia 2 changed to end-of-life (EOL) status on ''22 November''. Mageia 2 is no
longer maintained, which means that it will not receive any further security or
bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of Mageia
please feel free to click on "Version" change it against that version of Mageia
and reopen this bug.
