(comment #27 to https://bugs.mageia.org/show_bug.cgi?id=5851) I had not seen the bug re-appear for a very long time - since I installed Mageia5 Beta 1 it is live and kicking again. A detail I remark now (saw it also in the past, but I did not register the fact then): the bug appears to be due to intempestively and very occasionally have "UTC" becoming set in addtion to the settings I configure in Digital Clock Settings -> Time Zones Whiteboard:
