During install trying to use 'bug' to dump report.bug onto usb stick

Bug command fails with ask_from_list: empty list

The usb stick is recognised in dmesg but not mounted.

Trying to manually mount the USB stick at /dev/sdb1 shows
mount: unknown filesystem type 'vfat'

bug command did work if I manually specified /dev/sdb1 like 'bug /dev/sdb1'.
