Description of problem:
I enabled the Parental control using the Control Center, everything is working fine except the "Block programs" tab is always grayed and every time when I open Parental Control I get following warning -

"The support for Access Control List, required by the Block Programs feature, is enabled, but not yet activated. It is necessary to restart your computer to activate it"

Steps to Reproduce:
1. Open Control Center
2. Click on the Parental Control
3. Select "Enable Parental control"
4. Click "Ok"
5. Again click on "Parental Control"
