When hovering over the clock in kde it shows the local timezone as Belfast instead of London which was chosen during install.

It is the same timezone so presumably shows the first city found alphabetically in the right timezone rather than the chosen one.

In the digital clock settings neither belfast or london is selected as a timezone and selecting one adds it to the list shown on the clock.

Adjust date & time found by right clicking the clock confirms local timezone as europe/london.

I have Mageia 3 KDE4 64-bit on a Mesh 64 3000 PC.
I have the system time zone set to GB. The panel clock time zone is London.
Panel clock shows Belfast in bold, London in regular typeface.
There is no need for it to display Belfast.

I think it would be best to show 3 times in panel-clock hover pop-up:
GMT (i.e. UTC)
Local time (i.e. London in my case, corrected for daylight saving time)
Hardware clock
