https://forums.mageia.org/en/viewtopic.php?f=25&t=4242 It was suggested that I look at the output of iwconfig, and I found a large discrepancy between the two kernels.
First, the older kernel: (encryption has been turned off until I get the connection back up and going again.)
wlan0 IEEE 802.11bgn ESSID:"Andrews Farm"
Mode:Managed Frequency:2.437 GHz Access Point: 00:1D:7E:65:8E:00
Bit Rate=54 Mb/s Tx-Power=20 dBm
Retry long limit:7 RTS thr=2347 B Fragment thr:off
Encryption key:off
Power Management:off
Link Quality=67/70 Signal level=-43 dBm
Rx invalid nwid:0 Rx invalid crypt:0 Rx invalid frag:0
Tx excessive retries:0 Invalid misc:0 Missed beacon:0
And now, with the newer kernel, after networkmanager has quit trying to connect:
wlan0 IEEE 802.11bgn ESSID:off/any
Mode:Managed Access Point: Not-Associated Tx-Power=20 dBm
Retry long limit:7 RTS thr=2347 B Fragment thr:off
Encryption key:off
Power Management:off

mageia I have been able to get this dongle working by blacklisting the rtl8192cu module included with the kernel, uninstalling the rtlwifi-firmware package, and installing the latest 8192cu driver module, downloaded from Realtek. To disable the dongle's powersave function, I also created a 8192cu.conf file, as discussed at http://forum.doozan.com/read.php?6,8618. So far, it's been working perfectly, even with the drakx tools, for the first time with Mageia 2. I'm just about clueless when it comes to this stuff, but to me this indicates that the problems I've been having reside with the rtl8192cu module that's supplied with the kernel. For some reason, unknown to me, the Realtek-supplied 8192cu module cuts my USB bus speed down to USB 1.1 levels, so it too is unacceptable. The latest kernel update didn't help, either. Time for me to move on. I have purchased a PCI card with a Broadcom 4318 chip that I know will work for me, as I have another in another computer. I will be using that, and have no intention of trying the Encore dongle again, at least not until Mageia 3 comes out, or until I hear something from this bug report. Thanks for looking. It has problems with recent kernels. See: https://bugzilla.redhat.com/show_bug.cgi?id=866786 CC:

UPSTREAM Supplement: The error is also present i M3. When I try to configure a WPA2 connection is does not work at all. The HW platform started off as a Windoze 8 and worked fine regarding Wireless LAN connection. If I then remove the connection, yet another eroor shows: The device is flage as an Intel Xeon E3-1200 v2/3RD .... DRAM processor. Also my HW with an Atheros 5212/13 is impossible to get top operate on M3 - and it DID work fine on M3RC. CC:
