This is because both libreoffice-langpack-{br,fr} requires locales-fr and rpmdrake automatically picks the first oneCC:

If I want to install LibreOffice with the MCC, the language pack checked by default is brezhoneg ("breton" in french ; it's a french regional language spoken in brittany). My Mageia is in french only. Valid for the 32 and the 64 - I use two PC for testing and i saw that on both.
