Dolphin, Desktop and most other KDE components don't show custom icons 
for directories on NFS- or SMB-mounts but only shows the default icon instead.

All custom icons are effected: folders, .desktop-entries, etc.
All directories on NFS- or SMB-mounts are effected.

This is very annoying, esp. if $HOME is on a NFS-mount.

The attachment screenshots show the effect.

According to https://bugs.kde.org/show_bug.cgi?id=288824 this is caused by KDE taking NFS as a "slow" device" and suppressin reading the .desktop files. This bug is still open this KDE does not seam to care about a quick solution, but wants to implements some super-tuper-mega solution -- which we can wait on for years.

How to reproduce:
-------------------
- Access some directory mounted via e.g. NFS.
- Open Dolphin
- Change the icon of some folder in the mounted dir via "properties"
- Dolphin still shows the default folder-icon.
