It would be nice if this bug can be resolved for mageia 1. One problem you describe here is that hplip's hp-scan utility doesn't work unless an additional package is installed. Since this bug is assigned to hplip I fixed that problem: with hplip-3.11.3a-3, the lib(64)sane-hpaio1 package will always be installed together with hplip itself. This will also fix the system-config-printer issue, although there's likely still a real bug in there. Status:
