Description of problem:
In the "Help" dialog box of the "Keyboard" install screen, if you hit the Tab key once expecting to move focus to the URL listed, nothing happens.  If you hit the Tab key a second time the focus does move to the URL listed.  Since there is no other fields in the dialog box the focus should move to the URL after the Tab key has been hit once.

Steps to Reproduce:
1.  Boot off install DVD.
2.  Look at the "Keyboard" install screen.
3.  Access the "Help" selection using keyboard or mouse, which will bring up
the Help dialog box.
4.  Hit the Tab key.  Nothing happens.
5.  Hit the Tab key a second time and the focus moves to the listed URL.

Shift tab works in M5 beta1. Older installers will not be changed anymore.
