kompozer in /usr/share/man/man1 is an .xz archive, but when extracted, the result is a .bzip2 archive.  Upon extracting it a second time, a normal man page is available.

The result of extracting the .xz archive is a file called man.1.  As a workaround, I copied that to /usr/share/man.1.bz2 and deleted the existing one.

Of course, that should be /usr/share/man/man1/man.1.bz2.  The bzip compression is supported.
