1. urpmi pgadmin3
2. ls -l /usr/share/pgadmin3/docs/en_US/pgadmin3.hhp.cached
3. or see msec pop up flash everywhere about world writable file :)

Fixed in 1.14.3 (cauldron).

By the way, it seems this file will disapear in futur version.
