Further info : if I edit /usr/share/config/kdm/kdmrc to allow root login, then login as root and do the above config change to install the theme then it installs (in /usr/share/apps/kdm/themes) and is in the list. So the problem is in systemsettings when logged in as a normal user and trying to install ... and it isn't prompting for root login at that point to install the theme system-wide. Hence a typical user will never get the chance to install new themes without hackery of config files.
