Right now, to promote a user, you have to go to Account admin / promote and search the username, check it, go to the bottom of the page, choose the group and promote it.

It would be easier to simply do it from the user edition page, as this doesn't requires to search on the page.

The way we understand "web team" in Mageia nowadays, there's nothing they can do for identity; only sysadmins can change it AFAIK.
