Description of problem:
In Dolphin, contextual menu, Create a new, Text file
Name of the text file : "toto.txt"
It creates a "toto.txt.desktop" file

Remark: when the name is "toto", it creates a "toto" file...

This bug was filed against cauldron, but we do not have cauldron at the moment.

Please report whether this bug is still valid for Mageia 2.

According to KDE's bugzilla, this was fixed in KDE 4.8.2, see https://bugs.kde.org/show_bug.cgi?id=295490

Also, I am not able to reproduce here, running MGA2, i586, KDE 4.8.2.

Note that the bug was filed against cauldron, so it should already be fixed by now (before the 4.8.4 update).

I am not able to reproduce this bug too, in KDE 4.8.2 (MGA2, x86_64).

yes should be Ok in mga2 in fact. I tested on i586 and i don't reproduce neither.
