When I install only CUPS with its dependencies , web manager do not work.
I have :

May be it need another dependency.

Did you make sure cups is installed and running before doing this? It works here just fine, no more dependencies needed just for cups.

Yes, Cups was not running.

No problem :)
Reminds me that we need to ensure, that cups is running or properly started through socket activation, as it's supposed to work now.
