My current understanding, is that when a partition is deleted, causing existing partitions to "be renumbered", a reboot is required in order to get the kernel and things like udev to re-read the partition table, and re-create the appropriate /dev/sd entries. I don't think it can be safely avoided without a lot of work get all affected software to also reload their partition lists. CC:
