Only epoch was added to the package, if I understand correctly?

If so testing that it installs can indeed be sufficient although I'd be please to have a very short procedure to test that a very basic functionality actually functions.

No, the goal of this update is just to fix the update from mdv 2010.x. The goal of QA testing is to test that is does not bring regressions. From the fix you did (just an epoch change) there should be no regression in theory, although how knows what can happen in the BS (changes in libs we provided in updates, BS weirdness, etc.). Risk is low but having a quick testing procedure could allow to have it even lower. If it's not possible, they maybe we do without, depending on the time QA testers are willing to put on this.

Package installs well but doesn't upgrade the one from core/release because it has exactly the same filename, and I had the previous packages in /var/cache/urpmi. It would be safer to udpate the subrel in addition to the epoch. Can you do that, Dmorgan?
