mtkbabel specile

Hello, mtkbabel is a tool used to get data from GPS using MediaTek MTK chipset (http://sourceforge.net/projects/mtkbabel/).
I joined specfile which works fine here.

Please, could someone create the rpm and push it in repository for Mageia 2. With the spec file, it should be quick :)

Maybe we should create a new ml that feed package request as there is only a few people that really read this list, but most of them are not a packagers.

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.

Project was abondoned in 2019. Open issues. Download statistics on sourceforge are extremely low.
