Description of problem:

Is necessary update rust, but the last version of rust need a more recent version of llvm tools.

The rust packager in mageia get success building rust with llvm17-suite but is necesary to build llvm17-suite for all ther supported architectures in mageia

Add to sysadmins because will need to modify the time by hand like in webkit (I ignore the amount of time required)

With these changes, I get llvm17-suite build in aarch64 for me looks like the thing that did the trick is the change in cmake part
