patch webcamoid-9.0.0 spec file for Mageia 9

webcamoid under Mageia 9/Cauldron doesn't work. There is no webcam detection, no options for effects and no default or any other configuration options.

Steps to reproduce:
1. install wecamoid-9.0.0 and start it
   In its main window to look for/test:
2. Effects: click left upper corner, try to add effects. There are none.
3  Configure Preferences: click right upper corner, go to Preferences
   'Video Recordings','General Optins' - there are only various empty fields.

The troubles come from spec file configuration: 
%{_libdir}/avkys/*.so should belong to %files -n %{libname} not the devel package

Attached is a little patch for current webcamoid spec file for Mageia 9.

webcamoid-9.0.0-3.1.mga9 on Mageia 9 and webcamoid-9.1.1-1.mga10 on Cauldron look good for me; Webcam detection, plugins, effects all function properly on my systems.

So, webcamoid works, but I was most unimpressed with its fuzzy camera image - see 2 attached pics for comparison with pic resolution in cheese.

Webcamoid wants to upgrade itself to version 9.1.1

Got following on starting from terminal

$ webcamoid
QML debugging is enabled. Only use this in a safe environment.

confirm issue as reported.

install update.

invoke webcamiod.

check preferences - dropdown lists populated.
take a photo.

view .png in qwenview ok.

Works nicely here, high resolution (highest of what my lousy cam can do...)

@Tony do you have more than one webcam to test with?
Maybe it somehow do not interpret the capabilities of your webcam correctly.
Is it defaulting to a low resolution but can be set to better?

If the reported issue is fixed, looks so, other issues could be discussed on qa list or in new report
