That previous bug was for Cauldron, which is different. But when I ran a Cauldron system, mgaapplet always picked up updated packages. I could not understand my own conclusions for Plasma Discover...
However, this bug is for Mageia 9.

Description of problem: After configuring the repositories in DNF and selecting the right repositories in Discover, I don't get any update warnings even if an update is available via mgaapplet. My error code is: plasma-discover-update org.kde.plasma.libdiscover: Couldn't find the backend: "kns-backend" among ("kns-backend", "packagekit-backend", "fwupd-backend", "flatpak-backend") adding empty sources model QStandardItemModel(0xe7b780) QCommandLineParser: option not defined: "feedback" kf.kio.core: couldn't create worker: "Unknown protocol 'file'." org.kde.plasma.libdiscover: Failed to fetch ratings "Unable to create KIO worker. Unknown protocol 'file'." packagekitqt.transaction: Unknown Transaction property: "Sender" QVariant(QString, ":1.120") no component found for "org.mageia.mageia" No updates available, exiting I found that a bug had been opened on Cauldron and classified as invalid.
