Assigning this report to DocTeam, because the wiki page needs to tell that uploading as described is currently not possible (see also bug 20117) and give alternatives, like mailing the sysadmin group while attaching the public key. Now that Sysadmin Team is growing, it might be useful to ping them once in a while (at least about whether they hope to fix bug 20117 or prefer to close it as wontfix) CC:
