Note 1: Could be considered as two bugs . My opinion is that those two bugs are linked. But Mageia Engineers make as they want
Note 2 : Those bugs appear since Mageia 9 installation on twice  different laptop(not upgrade but fresh installation with .config, .local etc erased ) . As number (1) exist more than 6 years, bug was sent first to  KDE (bug 476603) and as usually the answer is : " you use an old version of plasma witch is no more maintained. See with Mageia "

From time to time ,with continuous configuration at boot, or at each boot when changing the external display (other resolution) or after managing the display configuration and those , in all cases, Icon position are in position  "locked". At each time the file /user/.config/plasma-org.kde.plasma.desktop-appletsrc is modified
Curiously the bad place has always the same shape.
Notice :  at each "normal" boot , during the end of boot when the descktop screen appears icons are scrambled shortly at the "bad place" (~1/3 second) before put on the right place

(2) Permanent
In the file  /user/.config/plasma-org.kde.plasma.desktop-appletsrc it seems to be very confused. For instance i can found two different  file assigned to the same location in the screen. etc
Exemple (see herewith file)
Today I have  59 icons on my screens and 69 in the folder /user/Desktop. The 59 Icon visible on the screen are listed line 31 in  /user/.config/plasma-org.kde.plasma.desktop-appletsrc. Notice that one is printed "Rejoignez la communauté Magéia desktop entry " on the screen and " register.desktop" in the file line 31 !?.
The 10 icons missing are in the file  /user/.config/plasma-org.kde.plasma.desktop-appletsrc , some in  line 302 without position , some  line 301 without position , some line 297 with position . 
Incomprehensible statements :
1) All icon named in line 31 with positions are also  in line 302
2)Some from line 31 are twice in line 302 ((Exemple Liste Wifi) 
3) Some from line 297 have printed the same position than others in line 31  (exemple : "0"\\,"1"\\,"desktop:/Helga\\, Marie und Julie Kieffer-2.jpg and "0"\\,"1"\\,"desktop:/org.kde.trash.desktop
4) Some are in line 297 and 301
5) Plenty of old folder or file witch were erased are still  in line 302 !

Changing Plasma theme Oxygen to Breeze to Oxygen make that the missing Icon appears on the screen

Thank you for the report.
I thought this rang a bell, and found two outstanding bugs on the same theme (one from yourself):
Bug 30266 "Plasma Desktop Icon position gets scrambled sometimes on reboot and at each kernel upgrade"
Bug 31626 "Plasma desktop icons seem to reshuffle themselves on their own"

Can you say whether this new bug is effectively a duplicate of those?
It looks as if this area is a widespread weakness of Plasma to which they respond routinely 'use the latest version'.
Please say what version you actually have:
 $ rpm -q plasma-workspace
It has been updated once since Mageia 9 was released.

https://bugs.mageia.org/show_bug.cgi?id=31626#c3 offers a solution to the second bug cited bug, but it does not say where the 4 lines were pasted.

-Bug 30266 : Yes it is the same but for Mageia 8 . I thought that it is only valid for Mageia 8 (as by KDE !)
-Bug 31626 seems partly similar but for a Cauldron version. So I sent it for Mageia 9 .

If you have a look to bug KDE 476603 you will see that I gave Version de KDE Plasma : 5.27.5 and his answer  : "However Plasma 5.25.5 is no longer eligible for support or maintenance from
KDE; supported versions are 5.27, and 5.27 or newer. Please upgrade to a
supported version as soon as your distribution makes it available to you.
Plasma is a fast-moving project, and bugs in one version are often fixed in the
next one." ???

You filed your bug under the wrong Plasma version number 5.25.5. Have a look at the header of your bugreport...

Frank, do we class this as a duplicate of one of the existing bugs comment 2, or push it forward as a new one? You can do this as you see fit (close duplicate of..., or assign to KDE). You know better than me.

I'm not sure either...

I was never able to reproduce such an issue an any of my machines and VM's with different OSes. I don't deny that this issue exists as there are several upstream bugreports about this issue but this never happened to me...

Norbert, you could try to open again an upstream bugreport but this time make sure to use the right Plasma version...

IMO there is nothing what can be done on Mageia side...

I have updated that bug to M9, and closing this one as a duplicate, if not exactly the same.

yesterday on 2023/11/13 I have open by KDE a new bug report (with this time the good version !) 
"Plasma Desktop Icons are regularly scrambled after boot" Bug Nbr 476928
Description contains more information  (some example of the changes in /user/.config/plasma-org.kde.plasma.desktop-appletsrc after a scrambling boot ( I had one yesterday )
