I'm not sure. 30152 deals with an external monitor and has the small window open at the top left. This one has the small window open center-screen and no external monitor. And it just started happening here. *If* I understand this report correctly, then I can't reproduce the issue. With 31 different libreoffice-7.5.0.2-1.mga9 packages installed, when I type "soffice" in a terminal, LibreOffice starts fine (in Portuguese, though). When starting it in English, with "LC_ALL=C soffice", it works fine too. Assigning to our LO maintainer CC:
