Description of problem:
Multiple packages complain about the new "libbsd" during updates or installs, with messages as:
 
A requested package cannot be installed:
libsamba-devel-4.17.3-1.mga9.i586 (due to unsatisfied devel(libbsd))
lib64wbclient-devel-4.17.3-1.mga9.x86_64 (due to unsatisfied devel(libbsd(64bit))
ntpsec-1.2.1-1.mga9.x86_64 (due to missing devel(libbsd(64bit)))
