Description of problem: I took the liberty of packaging the Parse-DebControl module for Perl since we don't have it. Feel free to adapt it.

You did not provide any package description, use case, benefits, advantages. The last release is from year 2004! Only 5 distributions ship this package.

There's a package called devscripts in Fedora which contains scripts for Debian Package maintainers and one of its dependencies are perl(Parse::DebControl) which we don't have.

I realize that we do have checkbashisms, but I'm not sure if there's any difference between these two packages.

devscripts is still being updated, last update for devscripts came in Jul 21st 2022 which was a rebuild for Fedora 37.
