So, I checked for resolvconf in Mageia 9 URPMI sources again just now and it is available.
It was not available when I first tried to install it.
Installed OK 10 minutes ago:
[root@h30-mageia9-alpha1 ~]# urpmi resolvconf
distrib-coffee.ipsl.jussieu.fr::mageia/distrib/9/x86_64/media/core/release/resolvconf-1.79-6.mga9.noarch.rpm
installing resolvconf-1.79-6.mga9.noarch.rpm from /var/cache/urpmi/rpms

RESOLVED resolvconf should still be on the iso images as it's required by initscripts which is required by basesystem-minimal. I'm not sure how adding the online repos during the install works without it, but it does. Status:
RESOLVED =>
REOPENED % urpmq --use-distrib /v/mirror/mageia/distrib/cauldron/x86_64/ --whatrequires resolvconf resolvconf resolvconf As nothing requires it, and it isn't listed in rpmsrate, it won't be included on the ISO. I believe it has been superseded by the systemd-resolved service. Status:
