Description of problem:
In plasma5 programs that should provide system tray icons don't any more. In LXDE they work correctly.

I have tested by re-naming ~/.config for a different user and see the same.

This started within the last week or so.

Steps to Reproduce:
1. Install telegram desktop or quassel-client
2. In the program settings set them to use the system tray.
3. Reboot
4. Close either program (if it was auto-started) and note that it is not in the systray.
