Updated stellarium package provides latest release

This update provides stellarium 0.22.1, which is the latest upstream release.
It adds a lot of new features and fixes some bugs, see the referenced release notes for details on the changes since Mageia 8's original 0.21.3.

I have packaged the new version, and I have installed and tested in Mga8 Plasma Kde. Works fine, I have seen some new features and new settings of the new version.

Please the Dev team can check the spec file attached, and upload the rpm packages to testing for QA Team.

Stellarium can't update in Mageia 8 and, in cauldron is the last version. We can this bug.
