This happens because systemd-binfmt.service already configured windows and windowsPE exec signature in /proc/sys/fs/binfmt_misc filesystem. The configuration responsible is in /usr/lib/binfmt.d/wine.conf Bug is present since a long time (see mageialinux-online.org link). I fixed the bug by removing the now useless init script, submitted change in wine-6.16-8.mga9 in cauldron and wine-6.0-4.1.mga8 version that should appear in updates testing.
