diff against the mandriva mecab.spec

mecab is available in Mandriva, and is needed for anki's (a spaced repetition program that is available in mageia) japenese-support.

removing the mandirva-specific version check for the post[un] scripts (to run ldconfig manually for older releases) allows the mecab package to compile & install fine on mageia, the dictionary one needs the path adapted (and should probably be turned into a noarch one with the files in /usr/share/mecab/ipadic (or whatever other distros use) instead of /usr/lib - but that would need a change in both packages for the config-file to point to the correct path)

patch against the mecab-ipadic.spec

change to noarch, and removed the charset conversion to utf-8, as anki expects it to be in the default euc-jp encoding

Setting version to cauldron to improve the chance that someone will package it. When it is in cauldron, it'll be in the next stable release, but it is also possible to reopen this request for Mga 1, then

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might want to integrate it to the distribution and maintain it for bug and security fixes.
