From bug 7998

If user start drakrpm-edit-media, and if user

  a) Press the add button: then user get no choice, respos from mirrorlist gets defined!

  b) Use the menu to add media, then user can not select mirrorlist

Technically neither is wrong, but why not in both cases (menu and button) launch the *same* dialogue that is shown when user try to update without any media configured: 

With no media configured, when user choose to update, he gets a dialogue where he can choose between *both mirrorlist and any specific mirror*.

Simple one step with all options, no need to try a button and get surprised. And only one dialogue to maintain/document.
