My mistake. The usblib update from Bug 28216 DOES allow my 32-bit Mageia 8 Xfce system to communicate with the Samsung phone. So it looks like the remaining problem may be with Plasma.

ouaurelien Somewhere along the line, or perhaps it was my error all along, but my Samsung phone IS communicating with Plasma via MTP. I also have been able to communicate with a new tablet that uses the Android 10 Go OS. The situation involves the timing of events. When the Android device is connected to USB, the device's default is to use it for charging. There is a brief time after the connection to change this device setting to a MTP connection. (The procedure varies from device to device) If Dolphin is running before this is done, an error message that access to the device is not allowed. All that has to be done is to close Dolphin and open it again, and the device can then be accessed. With my older tablet and phone, with older versions of Android, the default was for the device to set up MTP automatically. If that option is available on my newer devices, I haven't found it. Since no one else seems to have been affected, judging from the lack of comments, I'm closing this bug as a "Works For Me." Status:
