Since a while, I don't remember when it seems that we no longer set these user's environment variable:
EDITOR
VISUAL

Some useful programs (like svn) require these variables to be set.
Am I missing something? I know that these values must be set per-user and not system-wide. But, such config file should be available in /etc/skel?

This is totally reproducible on new installation of Mageia 8 from x86_64 Classic ISO with Plasma. (Not tested M7 behaviour, nor other desktops).

As there is no maintainer for this package, assigned globally.

(Please set the status to 'assigned' if you are working on it)

I don't think we ever set it by default. I believe Fedora just started setting it to nano (yuck) but most programs just default to vi if you don't have it set. svn is one that forces you to set it or use the --editor-cmd option. Really, there's no reason to set this by default as it's really a user preference.
