clean_rpmsrate step of package upload gives:

FATAL: too complicated flags for duplicate entry numlock (CAT_SYSTEM TYPE"numpad" and CAT_SYSTEM !TYPE"laptop" at /usr/lib/perl5/vendor_perl/5.10.1/Mkcd/Tools.pm line 505, <$A> line 800.

The problem may actually be that the build system is running mandriva 2010.2
