Description of problem:
dmesg shows:

systemd[1]: rescue.service has more than one ExecStart setting, which is only allowed for Type=oneshot services. Refusing.

Indeed /usr/lib/systemd/system/rescue.service has lines 22 and 23 both reading
ExecStart=-sbin/sulogin

Removing one fixes the problem.

I didn't try, but probably the double entry it will prevent booting to rescue service.

should be fixed on new version 36.
