Can you please say more about this thing. Where is it? A URL. Is it part of the borgbackup project? Should it be part of the borgbackup pkg, perhaps?

It's just a  Simple Python wrapper script for borgbackup that allows to automate the backups made by BorgBackup thanks to a configuration file(s) under /etc/borgmatic. The same principle as rsnapshot's file-based configuration.
It is included, for example, in Fedora or OpenSuse :

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes.
