Description of problem:

I usually only use a bottom panel on Xfce so i remove the top panel and place in the bottom the elements that i use like the net applet, just recently came to my attention that unlike other elements like the audio control or the desktop files the net applet show their tooltips always down the panel, this produce you can't read the text inside the tooltips.

Steps to Reproduce:
1. On Xfce session place the net applet on a bottom panel
2. Move the mouse pointer to net applet icon
3. You can see the box of the tooltip is drawed down the panel so you can't read the text inside

I tried this - in vain! Could not find how to add net_applet to the bottom panel (it is already on the top one).
Confirm that whatever is already on the bottom panel pops-up 'upwards'.

Try then eliminate the bottom panel and unlock the top panel and drag to bottom the top panel

Thanks for the tip. Tried that in a different way, but dragging the top panel (unlocked) did nothing. No time now, & unwilling to mess up my desktop. I was just curious.

at Lewis: in xfce you can drag the panel by grabbing the small handles on the very left or right. They are visible when you unlock the panel.

I don't know if i can, for the moment i'm busy checking 
spanish translations in mageia's transifex

And i use stable version as long as posible, but i help and participate in
bugs that interest (and understand :D )
