Unfortunately it's not going to happen. Orage is basically unmaintained and/or dead by upstream. Latest release 4.12.1 is from 2015 and Xfce is already going towards 4.16. Orage was archived in upstream git before they moved to gitlab and it's not even available in new gitlab repo. Another thing is that xfce4-panel >= 4.15.0 doesn't support gtk2 anymore. When we update to it, we need to drop all gtk2 only panel plugins, including orage. I've been delaying it, but at some point I will do the update. CC:
