Description of problem:
This happens in the current updates-testing.
I have just installed 5.3.13-desktop-1.mga7

Version-Release number of selected component (if applicable):
KDE Frameworks 5.57.0
Qt 5.12.6 (built against 5.12.2)
Maybe it should be recompiled?

How reproducible:
Every time.

You are somewhat jumping the gun. Although kernel 5.3.13 is in updates testing, there is as yet no bug for it. See:

Much more relevant is bug Bug 25651 which is a massive update to Qt5. It includes several specific applications re-compiled against the updated Qt5:

is a sort of request for other applications to re-compile. Where this bug belongs.
But it does beg the question whether whether *every* Plasma application needs re-compiling; and whether they should be integral with the Qt5 update bug, or have a separate bug for each one like this one.

As things stand, please add a comment to the Qt5 update bug (reply to c10 URL above) about konsole.
And this bug can be closed.
I am CC'ing Thomas & DavidG because of this issue of dependent applications, and whether they should have separate bugs. If this is to be the case, this bug can be re-opened.
