Description of problem:

After the brazilian government has revoked the adoption of "daylight saving time", the timezone package for Mageia 6, 7 and cauldron needs to be updated to the latest upstream version.

At this moment the upstream version is:

Tested successfully on Mageia 7 and Mageia 8 (Cauldron).
The system clock is set to MEZ (UTC + 1).
