This adds initial Amd navi14 firmware from 19.30 for the amdgpu driver

To QA, there is really nothing to test beside that it installs, as the firmwares added concerns hw that is not released yet (but is supported by kernel 5.3 so we want to be ready when it lands soon-ish)
