Only "Truly minimal install": http://doc.mageia.org/installer/7/en/content/software.html#minimal-install should skip urpmi. Please attach /root/drakx/report.bug.xz from the affected install CC:

tmb I am unable to reproduce this, using the Mageia-7.1-netinstall-nonfree ISO. Maybe a temporary mirror/network problem?
